So many of these pieces of dialogue are so revealing once you know who Solas really is. Him being obsessed with what was because he feels guilty about destroying it. He feels guilty about Sera not being in touch with Elven culture for the same reason, no doubt. Him trying to figure out if Sera still has some connection to the fade because once there was no veil. Him wanting Sera to develop her organization into one that takes down the nobles, because he created an organization to take down his ruling class.
The last part hit hardest. When he tried to convince he to go "all the way" and "seek justice" on the top, she said something disturbing from Solas's POV... "What for, another just replace them." The fact that Solas was ready to argue instinctively and then stopped himself and it was because he knew she was absolutely right and he knew it. In fact, i think that this is one of the few dialogues that actually got him thinking about his end goal. If inquisitor accuses him of not seeing them as living beings, people, and he said: "Not at first...". Convos with Inquisitor and these banters are what was getting to him.
So solas considers sera to be one of his people but not a dalish inquisitor I mean he uses our people when talking to sera but doesn't with a dalish inquisitor
