No, this spin-off story is based on the anime version of Nijigasaki, not All Stars. Heck, Yu is in this story.
In fact, in one of the final entries of the dev blog for All Stars, they stated that moving forward, the anime version will be the canon for Nijigasaki, so all of the new upcoming stories will be based on what happened in the anime instead of All Stars.
