Framing the Roof of our Modern Farmhouse

The first floor roof extends over both the front and back porches so the back deck structure and the post and and beams had to be built before the roof rafters could be built. The second floor roof is a 10:12 pitch and is really high and exposed. This framing crew was awesome.

I'm not a carpenter, but aren't those rafters supposed to have a horizontal member at the bottom to keep the from spreading apart under load. The ceiling joists are going the opposite direction, I'm guessing because they were not long enough, but it would have been good if each joist would hold the bottoms of each rafter. Does anyone know if the way they did it is structurally sound?
