Yes you can! Well not in the same way you unlock others. So you can get 6 heroes with their fragments from daily challenges but the others require universal fragments to unlock which you can also get for free on the mirage pass,though it may take you a while you unlock everyone here.

Hello! sorry for the late reply. Yes you can unlock every hero in the game, but it will take some time because you can only get specific fragments on daily challenges, on the other hand you can also use "Universal Hero Fragments" to unlock them :)
