Anyway, one of the things that makes me sad whenever I visit the Philippines are the strays. I wish the government has a free national program to neuter/spay as well as vaccinate. I've volunteered with PAWS and you get to understand why there are so many strays. Turkey has a great program to control their stray population. It would be awesome if the Philippine government can copy that but then again, animal welfare laws are really weak and education regarding animal care is lacking.
