Despite them briefly getting twisted up in each others' arms, neither player initiated contact. And the entanglement would not have qualified as holding. So it was a good non-call (Tony Romo saying there should have been a flag doesn't actually mean anything).

And everyone went into this game talking about how the Ravens had the best defense in the league and the Chiefs were in trouble, and are shocked about how badly the Ravens offense was.
