Under a vacuum, the air pressure is reduced to nearly 0psi, making it much easier for liquids to vaporize... much like pressurizing a gas into a liquid, only in reverse
Temperature and pressure determine a liquids saturation. Take water for example, at atmospheric pressure (1bar) it boils(saturates) at 100 degree C. At a lower pressure it saturates at a lower temperature, on top of Mount Everest water saturates at 68 degree C. Higher pressure, like an industrial boiler at 200 bar, water saturates at 366 degree C, which sounds really weird but is explained on a Molliers diagram.
@rasmus1600 that's cool and all: but it's also why I decided to use "under a vacuum" as my set variable... a change in either temperature, or pressure, is impossible under a perfect vacuum, solely because there're no molecules present to hold either: it's a constant, and one that's relatively reliable

When they shake the jar and the bubbles form whats called a bridge, basically a bridge of bubbles from one end of the air gap to the next end and the time/seconds it takes to settle back to no bubbles helps calculate the proof/ % . once the bridge is formed count each second it takes before the bridge is gone. it takes seconds for it to dissipate and each second equaling 10 proof you count back from 180 . So if it takes 8 seconds for the bubbles to dissipate youd minus 8=80 proof from 180 proof = 100 proof spirit.
