Unless he's poisoned as it's stated in stormbringer a few times that poison is Chuuya's weakness, I mean.....after what N did to him......yeah I'd say it's his weakness cause I don't think if Chuuya was able to control his ability during that time he would have allowed to happen what uh happened. But yeah it could work if he was poisoned.

Well i have a Theory that they have a Device that nullifies Chuuya's ability, making him unable too use his ability in this state. Example is the Collar on his neck, it Nullifies his ability.
But luckly, Kunikida manage too track down Chuuya's Location soo Dazai rushes there without even thinking twice.
(I'm lazy too continue soo that's the only thing I'll say, for now. Remember it's just a theiry of mine!)
