This is not post Arkham Knight, look at the characters they're all younger than they were in Arkham Knight, Jim Gordon was alive in Arkham Knight ending,here he's dead what's common between the 2 is the fact that batman or Bruce Wayne seems to be dead but he isn't, he's investigating the court of owls undercover and this was all his plan to let his proteges do the cleanup of Gotham and be the distraction so that he can sneakily do his investigation on the court. They confirmed a dead body was found in the rubble of a destroyed building, and confirmed to be Bruce Wayne. Batman is "dead dead" as the developers said.
