I think Hank's character was not obligated to answer the question of "you could have infected him(his partner)" He is not a medical expert so he cannot testify if he could or couldn't have infected anyone in a time period since he presumably contracted HIV. IIRC HIV is not instantly transmittable, it takes some time for the virus to develop before it becomes contractable by sexual intercourse. Im not a lawyer though
If you listen to the way her voice sounds when shes questioning Andy about his encounter in the theater and alike, her voice has the same echo, as did Charles Wheeler's did when Andy had his attack and collapsed, not to mention Andy seems to be struggling to breathe, if you listen you can hear him make short little gasps. Seems like Andy was suffering from a mild form of the same attack here, and it was a prelude to what was to come.
Belinda Conine's job is not just to defend Charles Wheeler and his business partners at the trial but to prove to and convince the judge and the jury that Charles Wheeler and his business partners did nothing wrong when they fired Andy Beckett from their law firm and that Beckett is the bad guy.

I think the reason she's bringing up that adult theater (probably hired private investigator to find local establishments like this, a place Andy might likely have hung out at), along with saying he could have infected his partner Miguel, was to attempt to make Andy look like an irresponsible person who behaved wantonly reckless and unsafely with his disease.

As long as they let other people live their life however they want to, I let them believe what they want as well.
