You need a high GPA (American) to have a chance to get into Harvard, Yale or any other top collage. You will require even higher scores for a fully funded scholarship. US is one of the most expensive places for education for its citizens and non-citizens. Germany, Finland, Norway and Iceland offer tuition free degrees to even non-EU citizens. Btw, if you are from India, just going for education here itself is not a very bad idea. It is often quite cheap and is ok. If you look to migrate, there might also be the option to migrate to work there after you complete your education and gain some work experience. Also, do consider properly whether you need to migrate or not, as it can be quite taxing to adjust to a new culture, and people can end up feeling dissatisfied if they are not able to build a sense of belonging to the new place. If you are set on USA, Boston University offers 20 fully funded scholarships for non-citizen students for bachelors. Idaho university is one of the cheapest in USA and may offer some scholarships as well. I have written what I remember from the top of my head, so do verify everything.
