Qq; u have the clusters running on different ports? If yes you have the change of the ports in postgresql.conf file to 5433 or .... restart cluster. But remember to psqk to a particular cluster, u have to specific the port since you have two clusters psql -p 5433 or ....

I don't even have pg_hba.conf file in the path you have mentioned , What if there isn't any file like this !
It's there in data directory
