Assuming that your copy has DLC 3, go to the Carroll River, at the entrance to the forest by Ox Ward University, you will find some enemies that seem to be a gentleman and a newlywed, next to it you will see a passage between the trees, there is the door to Winterbell, you first have to have defeated the old king from DLC 2 or just skip his room

@@_lasthopeluvdextra766 Sorry for writing this so late, I didn't get the notification (you know, UA-cam), yes you can skip DLC2 boss rooms by interacting with a skull that is before crossing to the boss, if you do this with the old king it will count as you beating him and let you move on to DLC3
