Top 15 Avengers EMH Villains (Update)

This is an updated version of one of my original countdowns, but this time it has been expanded into 15 instead of the last one being just 10 because their was so many villains to choose from.
dr doom was so perfect he deserved more screen time
The masters of evil are underrated they should have used them in the MCU
It's because there is not enough villains to make up the masters of evil
I mean, if they kept crossbones alive they could currently use
Sylvie (depending on how Loki ends)
Crossbones
Robot Klaw
Baron Zemo (leader)
Crimson Dynamo (2 other winter guard characters exist, why not him)
And a couple new characters
The MCU needs to learn how to keep villains alive long enough for them to appear with another role. Literally, one of the main things I hate about the MCU is their boner to kill out the main villains of whatever movie by the end with only one exception (Thanos who's understandable).
Like could you imagine how the first Avengers movie would be if they took the Phase 1 villains and had them be recruited under Loki for his New York Invasion? The team could look like
Loki
Red Skull
Iron Monger
Whiplash
Abomination
Not a perfect team, but this could've been a good MCU version of the MoE
They need to bring back this show
I really had to admit, this show gave redemption on many of the comic villains. I totally loved Zemo in this show and he was one of my least favorite villains on the comic.
good list but kang and zemo should have been higher imo
Doctor Doom is always #1 and this is one of the best versions to me
