The forest route is, basically, the space between the two neighbourhoods. Volchanks is 11,000 people.

I am glad this city has a tram. It is a shame that some people just can't seem to obey the rules here. Trams help ease congestion. Eventhough this is a very small town but a way to beautify a small town is to do it with Transit Oriented Development or TOD for short. TOD gets rid of the filth. In major cities, it rips down crack houses, things like that and puts coffee houses and grocery stores in their places.
The changes follow the tram because land values increase along tram routes, although that depends to some extent on the taxation systems. In Germany a town will invest in the infrastructure knowing they'll get the money back in increased taxes. There's a flip side though: the real estate developers make a killing buying and selling the land and taxpayers pay for the infrastructure. And it isn't just 'crack houses' that vanish, but also often affordable housing, because Landlords can charge more. Of course, dealing with the problems that cause crack houses would be a good move as well. I'm not arguing against trams though. that'd be a bit silly as I use the only rack tramway in Germany every day...

Not even small towns in Germany have even a tram, what is really sad, because the politics doesn't allow this effort, also the demand is really low. Our smallest tram route is located in a State Saxony-Anhalt in the City Naumburg, where (like in the smallest Russian town) trams from the 60s to the 70s driving their daily route.

The track, while definitely bumpy, isn´t a major safety hazard as if you look at videos of Field Railways / Feldbahn´s you can see trains carrying quite heavy loads over these kinds of rails without issue. Chances are the tram is designed to run on these kinds of uneven and rough tracks.

No, you need new brains. Just because this small town has old trams doesn't mean all of Russia has old trams. Moscow, for example, has modern trams. And besides: what did you expect? This town is so small and it even has bus service, it's a miracle this tram system is still alive! In a lot of other countries, small towns like this would've lost their tram service already. So with all that in mind, I don't blame 'em for running such an old tram on this line 'cause the costs of a new tram wouldn't justify.

"faster more profitable": Citation needed. These things are objectively cheaper to operate and maintain. The only reason bus lines might be more profitable on paper is because they're externalized (e.g the government pays for and maintains those roads).

The track, while definitely bumpy, isn´t a major safety hazard as if you look at videos of Field Railways / Feldbahn´s you can see trains carrying quite heavy loads over these kinds of rails without issue. Chances are the tram is designed to run on these kinds of uneven and rough tracks.

David Igra Small rural towns in Russia are poor and depressing. Only towns built for oil drilling and refinement are bit better. Anything outside Moscow is like going back 40 years in progress. Dull, gray and poor.

Yeah, possible, what a place a mess old scrap and damp tram done this... It's 2017, why they weren't upgraded with a new tram it is. What is they've gone mad!
Look at Moscow or other large cities. The trams are very new. Look at USA small cities, the busses are mostly at same condition as this tram. So is in most other countries. New stuff goes to big/major cities.
No, you need new brains. Just because this small town has old trams doesn't mean all of Russia has old trams. Moscow, for example, has modern trams. And besides: what did you expect? This town is so small and it even has bus service, it's a miracle this tram system is still alive! In a lot of other countries, small towns like this would've lost their tram service already. So with all that in mind, I don't blame 'em for running such an old tram on this line 'cause the costs of a new tram wouldn't justify.

"faster more profitable": Citation needed. These things are objectively cheaper to operate and maintain. The only reason bus lines might be more profitable on paper is because they're externalized (e.g the government pays for and maintains those roads).

Interesting how the tram is a symbol of the town. It is similar in Howth, Ireland where the tramway which closed in 1959 is a symbol of that town.
