Use a multimeter to check the power rails for a short before you plug it in.. even a cheap one is good enough for that, you can also check pex, clock, reset and data lines too which will greatly help isolate the problem, again it can be done wiht cheap equipment.

On my third Zotac card, GTX 980, RTX 2080 Ti Amp Maxx, and an RTX 4070 Ti Super Holoblack edition currently. The first two were used and the 2080Ti had some issues but new thermal pads and paste made it solid for me for 2 years.
I had problems with an RTX 2070 that wasn't outputing image on some monitors, but on my TV, no problems! Also, you could try DisplayPort output, adapters(HDMI to VGA or Displayport to HDMI...)... But, try with a TV!
I bought a RX 5700 XT recently to replace my recently dead RX Vega 56, first couple of times I tried it, didn't work on my main system, rgb and fans worked. I tested it on my old 4th gen system which haven't been used for a long time and it worked first try, tried it again on my main rig, did not work. After looking at it for a few minutes thinking, this was a Sapphire nitro+ card, it was big and heavy. The way I tested it, my main rig was positioned horizontally. With it's weight in mind and have been used for a few years now, maybe the pcb was very slightly bent due to it sagging in the past system this was in. I positioned my main rig upright and voila! It worked. My thinking was that maybe the pins no longer properly contacted inside the slot having its pcb slightly bent. Just wanted to share my experience with GPU's with no display signal but still is turning on.
This is a legit tactic that works. I've tried different sag brackets and GPU jacks both with success on cards that have given me trouble posting. Its like we have to move the cards around to make sure they seat right where they need to be just like old Nintendo cartridges, Hah! The brackets that attach directly from the case/motherboard standoffs to prevent sag seem to be the best.. once its in the right spot they will no longer move around until you take the bracket off. Don't ya just love old janky hardware 👌
A GPU repair specialist would have a good chance and may gamble buying it from yourself if you advertised it honestly, obviously if it's the GPU itself it wouldn't be worth replacing and it's probably not worth paying to replace memory unless you had 2 dodgy GPUs and wanted to make one good one, but since the motherboard detects it and it's detected correctly by drivers too it's more likely a component related to the HDMI output, especially since it was intermittent before it failed completely. The seller you spoke to was almost certainly being honest and the problem progressed since he last used it.
there is 1 more test, this card can be attempted to be used in sli mode with another 1080 ti with a similar 1080 ti configuration provided with a known good card with working video output in sli mode as long the card having the fingers in the right place for the sli bridge could fit properly and the card with the working video in the top slot on the motherboard and see if sli mode can be enabled. then you can run a benchmark like a directx 11 or maybe directx 12. this will not work in vulcan though. first test in single card mode with working video to get a baseline then add in the second card. the frame rate and score should improve if the "dead" works otherwise but has no video out.
3:40 I have test a MB for that exact reason, I too have screwed up my main PC putting in questionable hardware. I also like to buy and sell used PC hardware but I test the "untested" roll the dice, you win some you lose some.

FYI.....the GPU should work in the Bios which mean you don't really need the Nvidia drivers. If it's working that is. I suppose there could be some situations of a malfunction where the GPU doesn't work in the Bios/UEFI but does work with the OS itself.

The fact that is was flickering at times and then would not give any video it is more than likely ripped pads under one of the memory chips, since this is a heavier card and assuming it was not mounted vertically it more than likely had bad sag and caused a ripped pad under the memory chip closest to where the card mounts to the Mobo. That is my guess.
I take it you also tried the DP ports on the Zotac just to rule out if it is not a HDMI port issue? If your monitor only supports HDMI you can get a DP to HDMI converter fairly cheap on Amazon or whatever.
Why does it look like a RAM chip has been removed? Also, try a Display Port output. It could be the HDMI output/connector is bad. ...and "that soldering thing"? Dude, a lot of us do " that soldering thing" for a living.
u should had tried display port instead. Id happened to me. Got a mobo as is cleaned cpu socket n worked. Then i put my working gpu n wasnt working on hdmi only display port worked til i dl driver then hdmi worked.
oven baking is really just a temp fix, guaranteed the problem will return again and repeating the same "fix" oven baking will just destroy it eventually.
Two 1080 TI's in SLI would kick some serious butt. The set up wouldn't allow ray-tracing, but in all honestly, neither does the 3060 at actually playable framerates.
Always check for the burnt electronic smell before handing the money over, plus it will tell you if it came from a smokers house as well. Trust your nose not the seller!

got a zotac 3060 12GB LHR (non twin edge even tough it is the same) flashed it with the twin edge oc bios for the higher power limit and it is still kicken frames :D. best purchase for 230 bucks.
all 1080ti have it not a bug but a feature the card was planned to be a 12gb model but they cut down and make Titan 12gb with the same PCB and more cuda cores

just because your Zotac hasn't failed doesn't mean a lot ... they typically have a slew of issues in various models consistently needing rma or even blaming the user for a known reported issue and refusing to repair the item ... I love the look of them but looks can be deceiving ... love the content keep it up !!!!
Not only that... ROPS/TMU: should be 88/224 but it's 16/24, and shaders: should be 3584 and it's 384. Bus should be 352 bit, it's 64 bit. VRAM should be GDDR5X, it's GDDR5. So, something is not right there.
according to techpowerup's gpu database, those numbers are for the 1030 he had installed in the first pcie slot - 2048 would be the 2gb vram, 16/24 lines up with the rops/tmu, and 384 is the number of shaders on the 1030.
hi your card have a bad contats on menory you can try reflow it not to long and see if it works then if not yeah then you can try download some gpu server tools then you can see which memory is broken
I bought a Zotac card but its GTX 1070. I think it got to do with VRAM issue in most of Zotac cards. Mostly caused by Micron memory modules. First it will artifact-ing and then it will go blank screen after that , indicating the one or two of the VRAM modules died. The only fix is by replacing that faulty module. No problem with Samsung modules tho.
sorry not a graphics card person. couple of things could stop display. like, card outputing 1440 monitor only suporting 1080. hdmi / display port cable wrong version. hdmi v 1.0 1.2 1.3/1.4 , 2.0 2.1. or hdmi / dp to vga adapters. displayport come in different versions to.

Zotac in the early days where the low end card but they have gotten a lot better in the last 3 years, pretty solid

Maybe test it in NVENC, Folding or a cryptocoin - see if it's only the display out that's not working
Likely a memory issue. Run MATS on it. Almost guaranteed bank A1 will show a fault.

Has 11 1 GB memory modules, board has space for 12 but 1 is not used. All 1080ti have that open spot.

try putting it in an oven at 150 degree cel for 30 min, it worked for me:)
Try tossing it in the oven at 400, for 10 minutes I've done it six times with dead gpus and two of them came back to life

Did you try cleaning the edge contacts on the bottom of the card as you mentioned with an eraser or something else?
