Chris C. So’s Red Death when he’s not on the job. He seems like a pretty chill person to get along with off work but heaven help you if you encounter him on the job. Also, he survived 40 years of Professional Villainy, he had to be good at it to make it that long in life.
The saddest and most touching moment in the entire series to me is when he visits Action Johnny in the hospital who is dying after a lifetime of drug abuse. He actually has pity for him. It's sad on every level....
Pretty sure the reason he's a level 5 is Dr. Z is well aware that Monarch himself is a legitimately dangerous psychopath that has absolutely no problem with killing anyone if he has a reason, and his second in command is one of the few people that can actually go toe to toe with Brock Samson... Properly equipped and with better henchmen, he'd be MUCH higher than a 5....
Given that he has what, ten guys, an antique car, and a fake flying fortress, he's currently LESS equipped than St. Cloud. Level 5 is EXTREMELY generous and a testament to his reputation.
I have to agree with Dr. Z here. 5 was exceedingly generous given what the Monarch was showing here. Outside of the Monarch's own abilities and 21, he showed less than ideal equipment to arch with.

You must have forgotten that that is THE Dr. Z. A level 10 Super Villian with decades of experience. The guy was able to arch Dr. Jonas Venture and Dr. Quest at the same time. That's how he got on the original Council of 13. He's one of the best and is always prepared.
A group of skilled house builders, with zero combat training, weapons, or English, and mild boxing practice, are about as menacing as his old henchmen forces.
That old lair of blue morpho turned out SUPER convenient for the monarch, didn’t it? He got to play the hero, get one step closer to arching venture again, AND has a place to start with his new super villain lair despite spending so much money on renovating his new home. It’s humble compared to his old cocoon, but as long as it works, it’s a start.
Before The Monarch planned to use the Blue Morpho costume to eliminate all the villians lined up to arch Rusty, he was always planning on transforming the lair into his new main hideout so now that he no longer has to do that he went on to actually do his orginal plan.
But if we're being honest , I would have LOVED if he started being the Blue Morpho as a villain. Heck , he could've became The Blue Monarch! Imagine him mixing up his father's designs with his! The car staying blue and just the MASK OOH THE MASK THAT HE WORE AS THE BLUE MORPHO.
Everything “Venture” is pure GOLD. The show’s characters were grand collection of compatible genre-hopping action figures. The humor is not only priceless, but worthy of repeat viewings.
I think that 21 should probably bump him to 6 or 7 the dude is the equivalent of an elite OSI agent I'm pretty sure that by simply having someone like that on your side without anything else would bump you to level 5
I think 21 is the reason he is at a lv5 his the only good henchmen he has well honestly great henchmen by any standard. 21 alone is possibly worth 1 or 2 lvs at least in my eyes.

Actually might be technically higher. Samson on paper is a buff guy who refuses to use guns, Hatred does not hesitate to use guns and also gives the crew better training.
Also Brock was put on the job as punishment and to keep him out of the way as seen in the Billy flashback episode. Hatred is also on super soldier serum (side effects turned him into a pedo) and has his own tech hovertank, jeep, Jetpacks, guns and bombs. Brock just has a knife and a Dodge Charger.
I think Dr Z really made sure to give him a 5, cause even though Malcom and Gary are highly dangerous villians, their organization and set up was crap. It was kinda Dr Z giving the Monarch a kick in the pants to get his crap together
I'd wager Dr. Z dropped him a level just for the insult of thinking he'd be fooled by the obvious balloon. If he'd skipped the balloon, and put the extra money into slightly nicer uniforms, and a shinier coat of pain on the new Monarch Mobile, he probably could have been a six. He doesn't really need a massive henchman army anyway, a tight squad of four or so, trained personally by Gary would be unstoppable. Quality over quantity.

I had to go back to this episode. Here Monarch is a level 5 and gets bumped to 10 by the end of the season. Happy for the Monarch but that process makes no sense. Help a crappy level 1 villain, get Dean to pay him million dollars and most importantly beating the caveman from PP

Monarch wants to arch Doc. Venture, who is currently a 10 because he owns his brothers stuff. 21 calls 5 a little low because it is halfway to 10. Crazy that halfway up the scale is simply firearms. Shows how much farther the Monarch needs to go.
Yeah, firearms seem major until you realize that Jonas Venture Junior had a giant robot prepared just in case someone attacked him. It transformed Voltron style and everything, it was actually pretty cool.
Level 5 is basically the standard level of armed criminals or police officers, 6 and above is either military or super-science level. (often both) This season goes into a bit more detail on that as a running theme. Level 1 is basically LARPing with tasers and recreational drugs.

Equally Matched Aggression level takes into account many factors; from what I can tell, the following are considered - Aesthetics - looking and acting the part are what sells you as a formidable foe, if you don't comes across as a force to be reckoned with, are you truly a villain? Resources - any wannabe bad guy can buy up an arsenal, but a true supervillain is tactful, resourceful, and works their weapons locker to their advantage, combining menace, effectiveness, and working with one's limits. Superpowers also come under this category, as some villains have higher rankings without powers than those that do. Reputation - the Guild rewards those who respect the covenants, those who carry out special tasks, those whose actions and work helps the Guild in their activity, and punishes those who don't respect the rules set in place. Motive - It's one thing to have a vendetta, but another to dedicate oneself to the art of the antagonism. Supervillainy is about finesse, the catharsis that comes from dispelling spurious morality, not just pulling out a bigger gun and firing. This is hinted in the final episode - when given the opportunity to end his nemesis once and for all, the Monarch spares his adversary, he doesn't want to kill Venture, he wants to torment him, to wage and endless war and forever be a thorn in his side. And Gary also doesn't take an offer to be his own villain, he believes in loyalty and duty, to be by his best friend's side. That is the true mark of supervillainy, commitment to an age old battle - heroes want villains to foil, and villains want heroes to thwart. It's more than just playground grievances, it's a way of life. Those who understand that make the best villains.

"Taylor Swift rolls with a larger squad". Oooh you could tell this is one of the most dated lines that says this was written in 2016. Nowadays T-Swizzle would probably be a 9/10 based on her squad and influence compared to her "Look What You Made Me Do" era. Then again even Dr. Z back in the day was probably very low level. I doubt when he only had like two idiot hench men easily spooked by a dog putting on a mask and running off the guy was even a level 2 let alone 5-10.

It's definitely not explored well. The Monarch's the only villain we see getting evaluated for the rating itself. At level 4, it was him completely overwhelming a Proctologist, while at level 5 he was no match for Professor Helping. On top of that, there were loads of level 10 villains that were able to be abducted by Henchman 21, but very few other Villains with a known EMA ranking. The in-show explanation was to prevent mass mayhem and destruction, however it's not really explained how that's obtained through the system. You'd figure if level 10's were perfectly matched, they'd still have a good chance of taking down a city block fighting each other.
The EMA system is almost as badly done as Dragonball power levels, especially once you get past level 4. Feels like personality quirks are the only thing that hold back X or Y villain (Helping/Hellfire is pretty much a 7-8, but his pacifistic nature keeps him at 5).
EMA inconsistency seems more on the protagonist side more than antagonist. There was the Level 5 arching incident where the protagonists brought out Level 8 weaponry and leveled a city block along with killing 2 civilians. Then you have Victor who's mostly passive and will let an arch walk all over him till they threaten harm to those he cares about which leads to him bringing out the flying and fire.
The thing is, the leveling system seems to only factor in your resources, not your actual powers. Doesn't matter if you can fly and shoot lasers out of your eyes, you're below a level 4 if you don't have a base/henchmen. It's pretty stupid.

Keep in mind EMA of Rusty and Monarch wasn’t matched at first because it wasn’t Guild sanctioned. After arching JJ, Monarch was permitted to arch Rusty because JJ tried to kill Monarch, which allows the Monarch to go after JJ’s immediate family, so EMA wasn’t a factor then either.

The ropes, if it was real hover tech then it could easily stabilize and not need to be held down. Also unless they really went all out on the balloon then the fake lights that emit no light probably gave it away.

Monarch wants to arch Doc. Venture, who is currently a 10 because he owns his brothers stuff. 21 calls 5 a little low because it is halfway to 10. Crazy that halfway up the scale is simply firearms. Shows how much farther the Monarch needs to go.

Yeah, firearms seem major until you realize that Jonas Venture Junior had a giant robot prepared just in case someone attacked him. It transformed Voltron style and everything, it was actually pretty cool.
Level 5 is basically the standard level of armed criminals or police officers, 6 and above is either military or super-science level. (often both) This season goes into a bit more detail on that as a running theme. Level 1 is basically LARPing with tasers and recreational drugs.

Equally Matched Aggression level takes into account many factors; from what I can tell, the following are considered -
Aesthetics - looking and acting the part are what sells you as a formidable foe, if you don't comes across as a force to be reckoned with, are you truly a villain?
Resources - any wannabe bad guy can buy up an arsenal, but a true supervillain is tactful, resourceful, and works their weapons locker to their advantage, combining menace, effectiveness, and working with one's limits. Superpowers also come under this category, as some villains have higher rankings without powers than those that do.
Reputation - the Guild rewards those who respect the covenants, those who carry out special tasks, those whose actions and work helps the Guild in their activity, and punishes those who don't respect the rules set in place.
Motive - It's one thing to have a vendetta, but another to dedicate oneself to the art of the antagonism. Supervillainy is about finesse, the catharsis that comes from dispelling spurious morality, not just pulling out a bigger gun and firing. This is hinted in the final episode - when given the opportunity to end his nemesis once and for all, the Monarch spares his adversary, he doesn't want to kill Venture, he wants to torment him, to wage and endless war and forever be a thorn in his side. And Gary also doesn't take an offer to be his own villain, he believes in loyalty and duty, to be by his best friend's side. That is the true mark of supervillainy, commitment to an age old battle - heroes want villains to foil, and villains want heroes to thwart. It's more than just playground grievances, it's a way of life. Those who understand that make the best villains.

Then again even Dr. Z back in the day was probably very low level. I doubt when he only had like two idiot hench men easily spooked by a dog putting on a mask and running off the guy was even a level 2 let alone 5-10.

Does the EMA ranking seem a little inconsistent?
It's definitely not explored well. The Monarch's the only villain we see getting evaluated for the rating itself. At level 4, it was him completely overwhelming a Proctologist, while at level 5 he was no match for Professor Helping. On top of that, there were loads of level 10 villains that were able to be abducted by Henchman 21, but very few other Villains with a known EMA ranking.
The in-show explanation was to prevent mass mayhem and destruction, however it's not really explained how that's obtained through the system. You'd figure if level 10's were perfectly matched, they'd still have a good chance of taking down a city block fighting each other.

The EMA system is almost as badly done as Dragonball power levels, especially once you get past level 4. Feels like personality quirks are the only thing that hold back X or Y villain (Helping/Hellfire is pretty much a 7-8, but his pacifistic nature keeps him at 5).
EMA inconsistency seems more on the protagonist side more than antagonist. There was the Level 5 arching incident where the protagonists brought out Level 8 weaponry and leveled a city block along with killing 2 civilians. Then you have Victor who's mostly passive and will let an arch walk all over him till they threaten harm to those he cares about which leads to him bringing out the flying and fire.
The thing is, the leveling system seems to only factor in your resources, not your actual powers. Doesn't matter if you can fly and shoot lasers out of your eyes, you're below a level 4 if you don't have a base/henchmen.
It's pretty stupid.

Keep in mind EMA of Rusty and Monarch wasn’t matched at first because it wasn’t Guild sanctioned. After arching JJ, Monarch was permitted to arch Rusty because JJ tried to kill Monarch, which allows the Monarch to go after JJ’s immediate family, so EMA wasn’t a factor then either.
