More so that this composition doesn't have a time signature to begin with, so there aren't any "measures" to divide the music into. This is actually somewhat common in contemporary classical music. Heck, even Erik Satie did it with his Trois Gnossiennes

James Stanton This version is made for f tuba. The high notes are almost impossible on Bb tuba. I think he was wondering if there was an arrangement that is lower in pitch.

No sir it is not. It's a bass tuba. Either a F tuba or an Eb tuba. Which makes the high range a bit easier but its a tuba either way.
