Inside the raceway is a rectangular cut out, there’s either lint or felt in this spot, if it’s lint I assume it needs to be removed, if it’s felt I assume it is an oil wick and is supposed to be there. Can you explain what this rectangular hole is and if something is supposed to be inside this hole?

What if my sewing machine doesn't have a rotating hook, could it be anchored? I have a Singer 9608 and it is not picking up the thread from the bobbin, any suggestions?

You would remove the bobbinncase and check for damage on the bobbin case first. More common for the bobbin case to cause problem than the hook on your machine.
