wb wb power most of the time is better. Since we already have quite a bit of melee% from happiness giver, lux rune and red herb. AF only gives like melee and size? and 20 atk. AF just feels underwhelming compared to Power. Power gives atk% and atk raw and also gives melee%. It's great for both IB and SW.

At the moment we only have volar and wave break to reduce the cd of IB. Volar reduces cd by 1 second at +9 Wave break module reduces cd by 0.25 at +11(You can put two wave break)
I also wonder my IB wont hit everything🤔 My gear is exactly the same as yours. What consumables should I use to increase my Crit aside from aruna desert sandwich a d buche? Thanks
if you have the same gears then crit rate shouldn't be a problem. But if you have different enchants, I suggest getting sharp/crit enchants on KSSI, volar, magical booster. Fafnir mask helps too. Automatic booster with Fatal
Yes, I think that's good enough for a budget build then later if you plan on upgrading your armor, you can focus on getting your +9/+11 auto armor with powpow AF

hi for IB no, you can just go with atk% or crit dmg% if you're on a budget.
I only have acd on my agi mant because of SW swap and for solo purposes
