Ok, so I finally resolved this issue on an "out of routine" sequence. Yesterday when I was about to play Sifu and forgot to plug in my Logitech wireless dongle for my headset then this error prompt popped up while it was trying to boot up to the title screen. The minute I unplug the dongle and restart the game then it worked without that issue. Very interesting and I was going insane being into my troubleshooting steps like at work without any OT. Oh well this helps out a lot and be sure to check your "physical" USB plug-ins and maybe check if it needs any driver updates
