Note:
Average Blur (Filter - Blur - Average Blur) is only available in Photoshop CS6 and CC. If you have those and still do not see the options still then you will need to reset your preference (Edit - Preferences- General - Reset Preferences on Quit). Note that this will reset many settings to your workspace in Photoshop so use cautiously.

The Polygonal Lasso tool won't apply the filter or shape any fix?

2:14 What error are you getting? Make sure the Background copy layer is selected. Also when using the Polygonal Lasso tool, make sure you close your selection and you see the ant trail selection moving.

You have to rasterize the layer first, before you apply these effects.
