Honestly, there must be either some kind of filter or literally just racism against demons cuz if you look at it, not only Adan and Lute but also Vaggie did it and they didn't react, cuz she was an angel, in fact, Vaggie might hold the key to the mistery as even though she fell, she actually gained her wings back on pure will power. Based on Sera's reaction when Emily asks why Angel isn't in Heaven after he showed himself getting better, she does know what allows a soul into Heaven. And it's not their virtue. My theory is that it's obedience. Adam is clearly an asshole, but he never strayed from the path set for him by God, so he was allowed past the gates of Heaven. Lucifer is a decent guy, at least to Charlie, but he was a rebel cast out for not obeying his father. Sera even hints at this when she tells Emily not to doubt their system or risk falling, as Lucifer did. You can also see absolute fear in her face when Emily denounces Heaven during her duet with Charlie. Bringing it back to Angel, we know that he does not have a good relationship with his father and likely rebelled against his mob family parents many times throughout his life, including the fact that Angel's father apparently disapproves of his sexuality.
this also makes sense with vaggie, she didn't fall by normal means and being kicked out, she only had her wings ripped out by lute, she was disobedient against her order to kill sinners by sparing one.

a question that I don't remember if they deal with in the series, the sinners in hell are all types of people, murderers, rapists, etc., if in heaven there are victims of these sinners, and a redeemed sinner meets his victim, Wouldn't this create tremendous conflict? It does not matter if the sinner changed or not, what happened to the victim in life would not change, that would generate terrible conflict

This is dumb because what Angel committed one act of good that doesn't nullify every bad thing he's done when he was alive and the things he's done in hell. That's like if I committed 100 murders went to hell and then said well I'm gonna commit some act of good can I get into heaven now?
Because in our world we judge actions, they judge souls, overnight someone can have repented, that will never excuse these past actions, but these future actions and their way of thinking will be positive, it's not dumb, it's just different ^^

It's bad. Not for that. It is clear that redemption must be taken with caution if there is no evidence. But that was a court to discuss if it is possible, she can't say "no" and that's it. Just like Charlie has to show proof that it can't be done, such as saying what criteria are needed to enter heaven and what criteria are needed to end up in hell. We have the 10 commandments as a reference, but those rules are very basic, most people follow them, and even following them, you can be a bad person. It's as if admitting mistakes or ignorance is something too "low" for her, because she is an angel and she is perfect. Angels are seen as perfect simply because they are angels.
