There's a community of people who live by a code that glorifies the gangster life and punishes those who call them out for their behavior. Anyone who speaks out against this code is ridiculed with various slurs. Pair that with a local government that thinks prison is a racist system and, unfortunately, you're going to have a very big problem.

By 2045 the black population in Chicago will have decreased to the point that they will make up less than 5% of the city of Chicago. The Latino and Caucasian population will have moved as the top demographic in the city. Pushing them out of there current neighborhoods. The black community will loose there representation from Chicago in the city council, in the state and federal government. One can look at the changing demographics of Los Angeles and southern California where black representation in politics has gone down. East Los Angeles was once heavily populated by Japanese. Today those neighborhoods are currently populated mostly by latinos. An interview conducted with black residents in certain Los Angeles neighborhoods further confirmed the changing demographics. Reasons for the changing demographics in Chicago. In recent years, aside from the rise in murders year after year, many among the black communities have sought economic opportunities elsewhere. For myself, growing up in Chicago in the 80's and 90s I can remember the demographics of south and southwest side communities as black and Caucasian. Today nearly 25 years later those neighborhood demographics have shifted toward latino. These were just some of the points I could recall. There was also point about incarceration as well but I do not recall what was said on that. It will be interesting to see Chicago in the year 2045.
