man, not many hexes in Europe on that huge map (for example, in Avalon Hill's 3rd Reich, Switzerland was 4 hexes). Those simple counters look great in my opinion

I love Herman games, but hate wargames with cards, mainly because they play poorly solo, but also because it is difficult to get a handle on odds mitigation in them. Mark's games are the one exception I make. Still I wish he'd stop using them in his designs so often.
The card play in Downfall is easy and fun and I wouldnt call it CDG. I agree the cards in Hermann, Raicer and other cdg designs can be rather "sharky" (that is, the game is on rails where often you feel you *must* play x card at y moment) but that's not here.

The Command System reminds me of the very interesting one found in La Primogenita (costing command points, rather than time).

It is designed by Chad Jensen and John Butterfield, nobody named Herman involved. So what are you even talking about?

My question about this game is: can the Germans win? If they can't it just makes the game less interesting.
No, but remember that the Germans aren't properly a player side in the normal sense. They are however very interesting to play.
