That service centre guy is not correct. Best practice for Li-ion batteries is 20-80% only as we all know. You should have given a try to another service centre. The reason is that some apple service centres try to give xyz excuses to their customers to reduce their work.
Apple itself mentioned that "With 80% Limit enabled, your iPhone will occasionally charge to 100 percent to maintain accurate battery state-of-charge estimates."
How to set the battery cycle count shortcut? Please share the shortcut link.
This shortcut counts battery percentage with respect with maximum fcc (which is slightly different for each phone of same model)but settings app counts battery percentage with respect to battery mah printed on specs of the phone.
Yes that’s correct, well in this case then the shortcut calculation is more accurate than the settings one

Apple intentionally used cheap quality batteries in 15 series. Because they want you to change your phone every year. After one year battery health will be below 80 and phone will be out of warranty then you they will charge 9800 for battery replacement. That's their business model. I had iphone 6 back then and it took the battery almost 2 years to reach 98 battery health. Now in just one month battery health dropping to 95.
