2)How much does a song get paid every time it had been played
    a) live in a gig?
    b)on the radio?
    c)on Spotify?

I don't know the PROs for Europe, have a Google!
Okay, so it differs based on audience size:
      a) 3% of the ticket sales is sent the the prs in the uk
      b) anywhere for a few pence to a few pound per minute
      c) about £0.0003 per stream

So, how does this apply to local music? Like I have been in my local music community in the US for a couple years and I have seen many bands that have pretty small fan bases play popular covers and I'm almost positive they do not pay royalties to the songwriter. So is it more of a game that just the larger you get, the more likely if you play a cover without taking the initiative to pay songwriters you will get fined for not paying live royalties, or something else I'm missing?

It's entirely the responsibility of the venues to report this to the PROs so you don't need to worry as an artist!
