We don't get much snow where I live in Northern California now, but it has been terribly cold and my little miniature dachshund doesn't like to go outside in any inclement weather to do her potty business. I have seen however some smart hacks on line where people in snowy areas will take like a folded up tarp and have like a 4 ft square on a part of their lawn and have like a little rope or something tied to one corner where the grommets are and they lay it out on the grass in their yard and then that way when they get up in the morning and there's snow they just pull the tarp back and it pulls all the snow away so their dog has just grass to go do their potty business on. I hope this helps❤
