It was made in 1967, film was obviously there, but high-quality (16mm or 32mm) was expensive in use. Considering the time and the reference to it being "smalfilm" I suspect (no expert) that this is made in an 8mm standard film format. It was, so to say, an affordable way of film-making which we see here. Sound was usually not by default encoded in the film, so it is reasonable that there's no sound recorded in the film.
