It's the alcohol that many pro mods run on. Methanol is very evaporative, if you have ever splashed a little on your hand it feels super cold. This is because when evaporating, it takes a lot of heat with it. So while air is being sucked through the supercharger, it is cooled very quickly by the Methanol being injected, which in turn causes the frost you see on the intake hat. An old racer's myth says if you get the frost on the intake, the setup is good. It's pretty neat.
