A little tip to for future, it would be ideall if you ran a FPS counter on screen. Such as MSI afterburner. I'm not sure how this mod works, but RTX3080 doesn't support frame-generation.(it requires specialized hardware/silicone)

Starcitizen have lower graphic with lower textures than Starfield, in fact the problem is that your card has only 10gb vram despite you spent 800 dollars. Starcitizen sucks.
