Harbin is actually a very big city population wise. It has same population as London or New York of around 10 million residents.

Harbin is still one of 15 vice-provincial cities in China. Vice-provincial cities are the top 15 cities in China that have the highest administrative status and strategic importance.
From 1920s to 1940s, Harbin was the second international city only next to Shanghai with 200,000 of its 500,000 residents being Russian/Europeans. Harbin had China's first beer factory (1900) and first symphony orchestra (1908). In 2023 Harbin Institute of Technology (HIT) ranks as the 5th best engineering school in the world, right next to Massachusetts Institute of Technology (MIT) which ranks the 4th. Harbin airport is one of 10 "international aviation hub" designated by the central government of China.
Harbin used to be one of the top 10 cities in terms of GDP, but due to the recession of heavy industry and tightened control of its key sectors by the central government as explained above, Harbin's GDP rank dropped to 40 ~ 50th in China (but not 100th as you mentioned). However, its importance, status, and infrastructure far exceeds its GDP ranking. Thus, treating Harbin as a city ranking 100th in China is definitely not appropriate.
