You can use foundation, but it's usually not such a heavy, matte look. It needs a natural sheen and flush. Usually accompanied by nude pink, or slightly glossy/balmy lips. And little to no eye makeup.

But… she completely covered her beautiful freckles 😭 I also have freckles, but I love to highlight them so I never wear foundation, just corrective concealer. If my skin is in need of a little extra help then I just wear a tinted moisturizer or bb/cc cream, and I pretty much always go back over my freckles with a little bit of brow pomade to prevent them from getting lost under my concealer ☺️
