I imagine if you want to do this with a rice cooker, just follow the first steps until everything is incorporated on the stovetop and then pour everything into the rice cooker.
Daawat is the best basmati that money can buy, but it's expensive. But I generally grab something like Tilda,India Gate, or Royal when on sale/I can get a good price on it. Not to say that others aren't good ofc
Pan fry it on medium high on each side in some veggie oil for 3 minutes on each side just make sure chicken is butterflied or sliced thin if it's a large thick piece. Nothing dries up good chicken faster than when you try to cook a really thick piece

When I make spiced rice like this, I just put it all in and mix it up. Always seems to come out nicely, might as well not dirty a pan

I actually love Tilda basmati rice! Give it a good rinse a few times to get rid of the starch though.
