Small correction: Herald of Thunder can't shock or it'd be self-perpetuating. In this respect, it's similar to a lot of other skills with the 'payoff' tag. The advanced info specifically says it cannot shock. You can instead build it to freeze (with cold infusion ad glaciation) or electrocute (with neural overload and electrocute) for extra CC.
I don’t see this doing t15+ maps. I was doing a build that was momentum based using charge infusion, but losing that momentum is difficult on breaches etc. I highly recommend taking the fire skill by the lightning and frost skills in between monk and sorcerer that gives +30% elemental damage when igniting an enemy. Use herald of ash as well and you’ll get a huge DPS increase. Everything you kill with the herald of ice explosion will ignite and you’ll have a large boost in DPS that is consistent. Also, consider Serpents Egg as an amulet. It provides chaos resist which you can abuse as Acolyte, but more importantly it doubles every charge. You will be able to use Falling Thunder much more frequently and keep yourself out of harms way. If you have the support gem to increase charge generation on combat frenzy it is 3 charges on a single freeze. I’m playing invoker so obviously my spirit situation is a little different (1k evasion 400 es armor baby) but you really only need 120 spirit as monk to dish out a fuck load of elemental damage.
then you just need to get better crit damage so ensure you can stay ahead of the momentum. I didnt overly trade or gear my monk but many others have shown instances of them one shotting entire screens (of course with unrealistically optimized gear that means theyve beaten the game already) so its just about progressing

I leveled my monk before there were guides available and ended up with one of the overpowered frost strike builds. I had a lot of fun, but I still think that monk isn't in a great state right now: Somehow skills are either clunky and underwhelming or they are way too good to not pick to the point that screens are cleared and most of the amazing boss mechanics are skipped -- both not really ideal and pretty much the opposite of the ideas that led to POE2 being separated from POE1. It's not only the Monk, to be fair, and obviously EA just started, so this will hopefully change over time. -- But it's a bit weird how many of the more unpopular POE1 designs have been put in POE2 or even doubled down on, which makes retaining more casual gamers harder while also cannibalizing POE1s player base.
It most likely won't and it will stay this way. The systems will stay like this since the game is around 90% into its development, so the only thing they will tweak are numbers, the speed of the game will remain the same. The game already incentivizes proper positioning and avoiding most attacks because defenses are very lacking right now, so at its core the game still wants you to be weary of things going around. The reason all builds are just full damage is because there are no defensive options right now, PoE requires layers, while here you can only pick one solid layer with some minor effects on top that do mostly nothing, and unless what they add won't break the game, it will most likely just be PoE 1.1 with better animations. As for the Monk, it's top tier right now so I don't know why you'd complain about that, trust me, you don't want to be in the gutter like some other classes are in. They wanted more ease of access for new players, which they did for the systems, unfortunately they filtered out the ones that suck at souls like mechanics because the game never told them "bro, go craft some damn gear or buy it off of a third party browser instead so you can ignore almost everything like the people that played PoE1 for 10k hours do".
either dexterity or intelligence, you need both eventually but when depends on what skills, I swapped my attributes so many times to meet those requirements

what do i go for on +5 any attribute on passive skill tree

Why not recommend +# physical damage to staff? That will add a ton of raw damage, more so then even adding base crit chance/crit damage.
i thought that was assumed in adding to the max physical damage, since percent and plus both add to the same stat
