Ehm, ... No, actually the Reverse Flash is literally inhuman. Remember the Negative Speed Force. That's why he could kill Cisco like nothing. He didn't rush, but he neither hesitated a split second to kill the person, who meant to him more than anyone else on the globe.

He is not supposed to exist, after that point. All you can do is erase him and not kill him. Afterall he is a dead man walking...
And there are only two people who are fast enough to erase him. The Flash and The Black Flash. Flash won't do it, Black Flash already did it in Legend of tomorrow season 2, yet he reappear later in season 5 and 6 of the flash, thanks to his negative speed force.
You simply can't "kill" a living paradox. And that, fast as hell...

I love the Eobard flashbacks when he was the good guy
His story is kind of tragic. He just wanted to be like his idol, but the experiment only half worked. He became the opposite of the one he wanted to become. Everything else is a fit of rage, trying to kill and torture his past idol.
Where do the Eobard's flashbacks come from? Is from Legends of tomorrow?
