Yes. Normally they activated if outside was extremely hot and you stay for a longer time in traffic. You can check the fan if you remove the right sidepanel and give 12 Volts on the fan.
This scooter is a full rebuild. All parts are powdered or new from factory. Normally i use for the engine parts the product Koch Chemie GreenStar. Its very good!
