I agree. Solid ballast will not auto-equalize inside the barrel, so it will tend to be pulled toward the center, and pull the bottom of the barrel along with it.
Much better than water yes, but it still wont auto-stabilize the barrel much. You need to put more weight closer to the center for that. (hence why i suggest having a heavy weight mounted to the center of the bottom, as that would also help selfrighting the barrel to some degree)

I think they used taller barrels. "The first recorded person to survive going over the falls was school teacher Annie Edson Taylor, who in 1901 successfully completed the stunt inside an oak barrel. In the following 123 years, thousands of people have been swept over the falls but only sixteen people have reportedly survived the feat."
The big question is are they “tight cooperage barrels” or are they “slack cooperage barrels”. Tight barrels can hold liquids while slack barrels are for commodities that need to breathe (apples, flour, etc.). Slack barrels usually have a lid that can be removed while the Tight barrels rely on bung holes to fill and drain. Ships are built from the same source as Tight barrels. In the book they are sealed back into the barrels. The butler would have known if the end was missing. Bilbo rides on top of the barrels and water does seep into the barrels.

It has been a while, I watched this back when it first came out. I forgot how much fun this was to watch. You might want to revisit this using rocks inside and/or armor (for armor, I would just use flat stock).
seeing Shad and his friends inside those barrels made me think about turining this just into a different kind of game: a huge, life-sized version of whack-a-mole.
1. ballast. You're using water, but something denser would be better, like a bunch of gold coins, chains, bricks or even a bunch of rocks and pebbles. The wood does add some buoyancy, but the air in the barrel below water level is a big part, and there isn't much left by the time you fill it with enough water to stabilize. 2. Even if full of water, this is still beneficial for a potential rider as the barrel prevents the water from leaving - and taking your body heat with it. A fast moving river is a massive heat sink, which will lead to hypothermia and death if you don't get out. The water in the barrel will start off cold, but will accumulate your body heat, and in theory it should eventually stabilize at something nearer body temperature (depending on outside air temp, leakage, etc). You will for sure survive a hell of a lot longer in that barrel than outside it in the river.
10:53 lower the center of gravity the more stable, LOTR dwarves come from stone. You could add weights to the bottom or sand basically making it a weeble.

Napkin level calculation would point towards a lead disc 12" x 4.5" to get 200#s which is in the ballpark of the water ballast he had.
