Tbf. Ive never seen him miss this many rs in a build that revolves around landing them
To me the best build would be tears start > manamune > mag > lichbane > shadowflame > (situational item, nashor for long trades, cryptoflora for burst or even zhonyas/banshee for extra defense/Ap > sell your shoes and go rabadon for full ult damage but also Lich damage and W damage.
Not really worth mejai first item since the jungler can just gank and make it go to zero fast
Something very nice about pant is W does physical dmg
