External downforce aside from weight placement of the rider also helps improve the traction or grip of the front end especially when weight is bias on the rear during high corner speeds, so yes winglets will always be functional not just at 1 percent

Kuha din ako 450SR Q1 next year. Siguro naman mas madami na accessories na ilalabas. Problema ko lang yung aggresive niyang riding position at dahil first bigbike and first time ko mag m-motor if ever baka mahirapan ako at gagawin ko din sana daily driver yan dito sa probinsya. The winglets on a 50 hp bike is primarily for asthetics rather than performance just look at that wind shield its not providing much wind deflection in full tuck to say that they tested this on a wind tunnel is pushing it if you want to make a bike much faster and stable at speed make the human body which is by far the greatest thing that causes drag out of the equation by covering it using the windshield. A lot of race oriented built sports bike pushing 200 hp can do without major aerodynamic devices such as winglets just fine. The bike wouldn't even be capable of going fast enough to get any real the benefits of the down force generated by those winglets. It would most likely just hinder the top speed and acceleration of the bike because of unecessary drag the winglets generate.

You don't need external downforce on a bike that can't power wheelie at high speeds so they're pretty much 99% aesthetic, 1% functional.
