Regarding the last Finite state machine, why would L not = 0*10*10*10*1*0*? Since state 4 is infinite, doesn't that mean we can have an infinite number of 1's and 0s?

Yes. I have the same concern. I do think the last state is infinite. It will accept {0,1}*.
