Hello! I contact with 4 agencies as you mentioned over phone call. They don’t work for AIPP or out side of canada. I mean they confirmed me they only can help him or them who is in Nova Scotia now. You will need to get a job offer. But based to what I know it’s really difficult if you are in another country. And if you are already in Canada and has PR it’s not a problem!
