Random Disco Lights At Ruby Tuesday Restaurant in Holmes, PA

I came out of the Retro Fitness at the Mac Dade Mall late one night and saw these lights flashing. I figured it was the employees having some fun, but it went on for probably 20 minutes and nobody seemed to be inside. Electrical malfunction?
Also, sorry for the poor quality! First time messing around with iMovie and the video was taken on my iPhone6.
