You are very right about decreased population in the Baltic states since Soviet Union collapse. Population : Lithuania 1991 3,704,000 2024 2,886,515 Latvia 1990 2,668,140 2024 1,872,500 Estonia 1990 1,569,000 2023 1,370,000 Less population - less taxpayers - less money for infraestructure !
Yes and EU funds can only do so much. I hope Latvia gets more investments because better roads are a win-win for the EU no matter where, especially international corridors.
