How Do I Complete the 2024-25 FAFSA® Form If My Parent Is a Noncitizen?

- It’s important to complete the 2024-25 Free Application for Federal Student Aid (FAFSA®) form to be eligible for federal student aid even if your parent is not a U.S. citizen.
Your parent’s citizenship status will not affect your eligibility for federal student aid, but if you’re a dependent student, their information will be required on the FAFSA form. If your parent is identified as a contributor, they will need to create their own StudentAid.gov account to access your form. After they provide their information, their consent and approval to transfer federal tax information, and a signature, you’ll be able to complete and submit your FAFSA form.
The 2024-25 FAFSA form is available for students attending college between July 1, 2024, and June 30, 2025. When you submit your completed FAFSA form, you’ll get an email confirming that we received your form with preliminary information related to your eligibility for federal student aid. We’ll provide your FAFSA eligibility information to your school(s) and state in the first half of March. More information: StudentAid.gov/announcements-...

I wonder how many students might be harmed by a mistake that wasn’t theirs? Especially those that parents without SSN. This seems so unfair. Please fix it as soon as possible, deadlines are approaching.
Literally even when we call they say call back in a few days. Some schools don’t give us a few days.
And we're STILL having trouble. I've completed all the documents and finances now my parent just needs to sign. We can't sign it because when we enter through his account to sign it, it gets a verify identity information error that can't be bypassed. He's using his ITIN as SSN and it just says invalid SSN when updating info. Wth am I supposed to do?

LItterally doesnt let my dad make the accoint. It takes him all the way back to ssn and then doesn't let him click that he doesnt have one. You guys have made it so difficult on us. There are deadlines on scholarships that are passing by because we can't get this done.

Hopefully you find this helpful! When you get to step 3 and it says “info needed “ click on it and it will send you back to required “ssn” what you wanna do next is click “back” on the top left of your computer and it will send you back to step 3 and scroll down to continue and it should be able let you continue to the next step. It had worked for me right now.

My mom is from Mexico and when I try to submit her address it says there is a technical issue. I called the staff and told me to make her a FAFSA account, still, her address can not be submitted. I'm really getting stressed, my college deadline is on March 1st, PLEASE FAFSA FIX THIS ISSUE, A LOT OF STUDENTS ARE HAVING TROUBLE AS WELL!!

You guys can put your address for their address and then change it once the problem is solved, I talk to one of the agents and they said it was okay to do that.
Hey, use someone else's address in the United States like a family member's or friends. This is what the Fafsa people told us to do. Hope this helps.
if anyone sees these comments, please know that the form does not allow to continue if you do not provide with a social security number, if i leave it blank, it says it cannot be left blank, if i write zeroes, it says it is invalid. Either way it does not move from that page. HELP! It is so hard to do it now. You should have left it like it was.

I tried calling but they would hang up, so I kept calling every single second until I finally got through. by the way, call the English one the Spanish won't work, also don't tell them that you will translate for your parents because they are going to tell you that they can't allow that, so instead train your parents what to say, here are the questions they are going to ask: 1. what's your name, spell it out(only they ask this when they don't understand). 2. What is your birthday. 3. what is your email. 4. What is your phone number. what id did with my mom is that I first made her practice all the answers and wrote them down for her and when she forgot I would whisper to her how to say it and then she would say it through the phone(make sure they are the one that is saying it because then they wont let you answer for her). by the way, make sure you have the account for them first and once they verify you through the phone you will get an email, and that email you just have to send them the documentation they ask for. By the way, I just sent them in today now I have to wait.
update: my parents just got verified!!!!
Update: It’s been a few weeks or a month can’t remember forgot about this post my account processed or finish know I’m waiting for my college to receive it 😁😁🎉🎉

Hello Jennifer, when you send documentation by email, did you just take clear phone photos and submit them to their email verification recipient as if you are sending emails like normal? If so, what did you write in the subject line, should I write my name?!
@@ntdghxst3303 well the information was sent thorough my parents emaiI I scan the documents or id they ask and send it to them I made sure everything was clear and readable. Oh by the way I sent to emails on the same day first I email it separately and then I read that you where supposed to forward it to them on the same email. If you want you wan put you name but if you do make sure it’s the persons name that is getting verified. I can’t remember what we put for the subject and I can’t check since it’s was through my parents account. If you have any more questions you can ask by the way I already have my account processed s or it’s finished and they just need to send it to the college.
@@ntdghxst3303 yea I took clear photos in the file app made sure it clear and readable we sent the email on the same day the first one was to the same email they told me to sent it as it where a normal email and I realized later that they where asking to forward it to them so then I did that. I can’t remember what we put in the subject line since it was in my parents account I can’t access to see it srry. I would only write the name of the person that needs to be verified but I didn’t do that. If you got more question you can ask.
My FAFSA submitted on its own with one of my parents signature and is still missing the other parent.
i just cant go any further after i click my child invite, am unable to see my child application after i clicked get started. it keeps taking me back to the previoius year 2023-2024, i need 2024-2025. PLEASE HELP DEADLINE IS APPROACHING for school I have been trying from january 4th 2024 and still cant get in to see the exiting form for my child.

Make sure every detail in the invite is EXACTLY the same as your parents information under there account go through each and every single letter and double check

Your son might have been classified as 'independent,' and doesn't need further information from his parents, you.

As a parent, I signed my daughter's FAFSA form electronically, but my wife is not allowed to sign it electronically because she does not have a SSN. It says to print and sign it by hand and mail it, but we don't know how and what to print. We can't do anything! It says Maryland has a priority deadline of April 1st. What is the last deadline? Last year we did not have this problem! This year FAFSA process is a torture!!!

I'm having the same issue with getting verification for my mother. I just hope that they'll fix this issue because now I can't fill out my mother's portion. It is absurd that the form got more difficult.
There's a list from the Department of Education on the issues they're having. The issue with Parents with no SSN is one of them and has not been addressed yet.

My husband is not a US citizen and does not have a SSN. My daughter and I are US citizens. It is impossible for my daughter to complete her FAFSA form because every time I try to invite my husband to contribute, there is an error message saying that his SSN is already associated with another account. This is impossible because he doesn't have a SSN! We have been trying to fix the problem or speak to someone who can help us for the past three weeks. Adding all zeros to his SSN doesn't work. Live chats haven't helped. Emails haven't helped. The call center is never available. Please, please, please fix this problem.
have you tried emailing them and asking for a case number that’s what i’m doing because my dad couldn’t create an account due to not having an ssn
and after receiving a case number you should get a follow up email (a step by step) it could take a couple of days to receive but it’s worth a shot!

They only answered one of them, but with standardized answers that were not specific to my case. It was not helpful at all. Good luck, I hope you receive better results than I did.

My mum is an illegal immigrant but has a social security number, she can't get passed by the demographic section.
Okay I went to fafsa at my school and they told since they're not affiliated with immigration and since ur parent's legal status doesn't affect the student's eligibility for financial aid, put in the state u live and the month and year you moved to the US

Thank you so much, same here! I went with my son to his college financial Aid department. They told me the same you mention here. I have a social security number, but I'm not permanent resident yet! So the lady said just I need to enter my first entry date to the country.

When I get to ‘Identification Verification’ it says We re unable to display identity verification questions for you. Select "Submit" to finish creating your account, and follow instructions on the next page for verifying your identity. And it tells me to close and start again

Same thing happened to me. I managed to submit it and got told my parent had to email with documents proving their identity but they still haven’t gotten back to us. When I called they say that individuals without ssn can’t make an account at the moment…
This happened to me but I was able to make the account, I think u have to choose a specific answer because they have to “VERIFY” THAT it’s the parent trying to make the account not another person.

If you are married, parents as contributors are not required. Yes, your husband is your contributor as well as yourself.
Does anyone had this issue I made my mom a email and everything and she doesn’t do taxes nor doesn’t have a ssn in the email did they ask you to call a number for it? And If one of you did what did you had to do?
so you need to call the number and you just need to do an manual identification so show a proof of ID or some type of bill that has their name on it. call in the mornings cause or midday any later they might not even pick up

Such a pain. Why bother change to something so complicated and incompetent. It take a long time to send an invite and the link doesn't even work. Even though all info matches. Why even use address as an identification when they have to create a unique FSA username?
My parents live I Brasil. Even though my mom ID was verified ( after 25 days), she still cannot sign it because my form is not showing up to her 😢
I had the same issue, what I did was start the form on the parents side first and then completed my side afterwards

Why do you think my noncitizen parent will have a valid US phone number? I have helped her created her FSA ID, and you still need lots of contact information,fine. But my mother IS NOT A US CITIZEN, WHY WOULD SHE HAVE A US PHONE NUMBER? It still can not get through whether if my mother put 0000000000 in the form or put her foreign phone number. This is just complicating the process for all students applying for financial aid, I really don’t understand why it has to be this way.
