For anyone missing the 3 dots. They only appeared on certain applications for me. I wanted to allow Cube ACR which didn't have the three dots. I instead went to the Cube ACR Helper app, and it did have the 3 dots to allow me to set the allow restricted settings.
FYI I'm on an S23 Ultra

On my Samsung, those 3 dots for apps are not availables.
Settings >> All Apps >> XX apps, in the upper right corner, there is not those 3 dots.
How else to give restrict acceccility to an app?
