I think everyone tends to forget that technically the Spirit bomb should not hurt Jiren. I am not sure if it was stated in the manga but the anime says those with good hearts and no true evil the spirt bomb will bounce off of or not effect aka when Gohan bounced it back at Vegeta . Jiren is not evil or does not comes off that way to me. The only evil thing Jiren is shown doing that personally for me ruined his character was when he attacked the Z fighters in the stand . He knows how it feels to have people taken from you and attempts to make Goku feel that pain as well. He came from universe of superheroes more or less.
In the manga, Bermond legit says Jiren is a selfless warrior who values Justice and Virtue more than everything and would never try to kill anyone, good or evil.
Even if he did, it wouldn't have made a difference at all as Jiren was still heavily suppressed. Also, someone had to take care of Goku while he was gathering energy and he was the one to do it. A lot of people forget about that fact.
Frieza’s mischievous energy was probably the reason Goku was blasted to smithereens, and turned into the Ultra Instinct, we know today. Spirit Bomb; is meant to be pure and created using good energy, the energy which Frieza inserted was coursing with dark energy, hense Frieza’s aura is a hakai-like purple. I was only saying that Frieza’s helping energy probably corrupted the Spirit Bomb, and caused the mixture of both pure and dark which caused it to explode and consume Goku in the first place.

This would be an explanation, why they can hurt each other with the spirit bomb :) But than again if the ball is big enough it can destroy planets, too since namek took quit some damage from the first bigger Spirit bomb. So in the end, the rules are not constance x'D
