Yes, you can. However, there are some places (like Doodhpatri, Sonmarg zero point, Thajiwas Glacier etc) where private vehicles are only allowed till the parking from there you will have to take Horse Ride or Taxi

I do not recommend staying in boat house unless you are staying in a luxury one. I do not have any contact number but you can get plenty of them on Booking.com
