But you can get idea from your friends if you have any. However, there is always an opportunity cost hidden. Vancouver is expensive xa, but the weather is better. The best suggestion is - First decide a course then select among the cities that offers the course you want to study. Big cities have high competition and lots of opportunities and are expensive whether the small cities have less opportunities and few competitions and are affordable. get suggestions and compare. It's always better to decide on your own.
oh yes freelancing is counted on hours but you are free to decide how you are going to report your hours. For example You can say you are charging $100 per hour and report $100 x 20 hour per week. or you can say $20 x 20 hours a week.
