I have a very athletic 5th grade. Therefore I added a 45 second first to 10 rule. If the taggers get 10 people in jail during the 45 seconds they win. I kept rotating taggers, sometimes 2 or 3 taggers at a time. This added a level of fun.

I added a ‘Freedom Zone’ for K-2 and the beginning of 3-5. The zone was where the cones are so they were able to have time to throw the ball. Felt really difficult for K-2 without it.

I have an activity similar to this I call throw and go. I play it on the field because I have too many students that fall on the court. Have a student and a partner practicing the biomechanics of a correct overhand throw. They can back up a few feet after they complete five straight catches.... However on my whistle whoever has the ball in that pair is now the running back and they need to take off and their partner needs to tag them. I use a lot of space because this helps me introduce pathways directions and speed. This also makes for a great instant activity where the students know if the balls are out that's what we are doing for a warm-up and to jump right into the activity.

What about babysitting when a player gets back in? Also, can a tagger block a throw?

I haven’t had a problem with ‘babysitting’ but you could put in a 5-second safe rule if needed.
I’ve also played with no blocking throws, but you could try it if you want
